The last Talent Point before 200, and the last step of the Ruins of Ancients questline rather than a quest you can walk up and take.

It is the end of a chain, not the start

This quest needs the step before it, which needs the one before that. You cannot take it on its own — the whole Ruins of Ancients line has to be run first.

That line has its own walkthrough: How to Unlock ROA. Follow it to the end and this quest is the final step.

Level requirement

The rest of the chain opens at 160, but this last step needs 170. If it will not show up, that is usually why.
