How to get Talent Points
Every source of Talent Points on the server — the five you are given at Master Class, and the six quests that award the rest.
Talent Points are handed out in two ways: a block of them the moment you become a Master Class, and then one at a time from a short list of quests. There is no other source.
Master Class gives you 5 straight away. You do not quest for the first five — reaching Master Class awards them on its own. That block already covers the level-148 [TP] quests (Eloim Ciape, Elenoir the sand protector, Exorcist Jeina), so there is nothing to hunt for there.
The quests that give the rest
Six quests, spread from level 1 to level 200. They are marked [TP] in the client so you can spot them in a quest list.
Level 160 — Mysterious Request
The 6th Talent Point. It does not require any of the earlier quests — the moment you hit 160 as a Master Class, it is available.

Three Talent Points arrive the moment you reach each of these levels. Nothing to hand in and no quest to find.

Adding it up
Five from Master Class, plus one for each quest above. Nothing else on the server grants a Talent Point, so if a build calls for more than that list can give, it is not reachable yet.
